Do you really need to be an Engineer to be the CMMS planner?

I believe the best planner are those who really have the experience on what they are doing, I mean the typical hard labor maintenance procedures. This is because with that actual experience in hand, as a planner, he can easily think of better solutions, arrive on better procedures as well as producing the best results required to do the planning. I am not an Engineer but I believe I have delivered the best work that I can do as a Planner. I have developed procedures and made improvements on previous practices that somehow provided the ease of work to the maintenance team to perform their task. Using CMMS is good but I would prefer to have a very strong team of tradesmen who can perform the maintenance procedures as effective as possible. Any CMMS will become useless as long as the people who will handle the job are not technically equipped to do their task. Experience is the best teacher. And experience makes us professional, not the degree that we have learned from universities/college.
